Project Background & Purpose
The project will address congestion and pavement conditions while improving access and connectivity.
Project Description
The project will widen and reconstruct Kennedy Ave from US 30 to Main Street. The project will add two additional through and turn lanes along US 30, Joliet Street, Junction Avenue, Division Street, Oak Street and Main Street.
To improve drainage ditches, swales, storm sewers and roadway culverts will be added.
Roadway lighting as well as sidewalks and a multi-use path will be installed. Traffic lights will be installed and turn lanes at said intersections will receive dedicated turn lanes.
The Scherland Drive at Kennedy Avenue intersection will be replaced with a cul de sac. The Pennsy Greenway Trail will be realigned to follow Junction Avenue. A driveway will connect Barbara Street and Oak Street.
The planned phases of this project are as follows:
Phase 1, The grade separated railroad crossing, located within the limits of Phase 2
Phase 2, Junction Avenue to Oak Street
Phase 3, Oak Street to Main Street
Phase 4, US 30 to Junction Avenue

Letting – Phase 1: Summer 2023, Phase 2: 2024, Phase 3: 2025, Phase 4: 2026
